7-Layer Cake Initiative

Emerald Coast Regional Council

The Emerald Coast Regional Council  7  Layer Cake Initiative is a multi-layered approach to eliminate roadway fatalities and create safer, smarter, and more efficient roadways. The Initiative involves identifying high-crash areas, upgrading technology, real-time data collection, reducing congestion, and broadband expansion, all overseen by a Transportation Management Center. The ECRC's innovative approach earned it the National Association of Development Organizations 2024 Excellence in Regional Transportation Award and the 2024 Achievement Award.
